पटना,जितेन्द्र कुमार सिन्हा। पंडित विनोदानन्द झा आज हमारे बीच नहीं है, लेकिन उन्होंने जो निःस्वार्थ सात्विक लोक सेवा और देश हित के लिये त्याग का गौरवपूर्ण आदर्श प्रस्थापित किया था, उससे वर्त्तमान पीढ़ी के लोक सेवकों को सदैव प्रेरणा मिलती है।
मातृभूमि की स्वतंत्रता में जिन सपूतों का सक्रिय योगदान में नाम आता है, उसमें एक नाम पंडित विनोदानन्द झा का भी है। पंडित विनोदानन्द का जन्म 17 अप्रैल, 1900 को तात्त्कालीक संथाल परगना जिले के वैद्यनाथधाम के एक सुप्रतिष्ठित पंडा परिवार में हुआ था। उनकी प्रारम्भिक शिक्षा घर पर हुई थी। उसके बाद उच्च शिक्षा उन्होंने कलकत्ता के सेन्ट्रल कॉलेज से प्राप्त की।
1 अगस्त 1920 को महात्मा गांधी के उत्प्रेरक नेतृत्व में, स्वराज्य की प्राप्ति के लिए, देशव्यापी असहयोग आन्दोलन शुरु हुआ था। उस समय पंडित विनोदानन्द झा कलकत्ता विश्वविद्यालय में बीए कक्षा के प्रतिभाशाली विद्यार्थी थे। इस असहयोग आन्दोलन में एक कर्मठ सदस्य के रूप में वो कांग्रेस में शामिल हुुए और आजीवन कांग्रेस के कट्टर अनुयायी बने रहे। विनोदानन्द झा लगभग चार दशक तक बिहार प्रदेश कांग्रेस कमिटी और अखिल भारतीय कांग्रेस कमिटी के सम्मानित सदस्य रहे।
एक प्रमुख कांग्रेसी नेता के रूप में पंडित विनोदानन्द झा ने देश और राज्य के किसानों एवं श्रमिकों के कल्याण के लिये प्रयास किया। पंडित विनोदानन्द झा 1937 में कांग्रेस दल के प्रतिनिधि के रूप में बिहार विधान सभा में प्रवेश किया। उन्होंने विधायक के रूप में 1946, 1957, 1962 एवं 1967 में बिहार विधान सभा के सदस्य निर्वाचित हुए और 1971 में दरभंगा निर्वाचन क्षेत्र से लोक सभा के सदस्य निर्वाचित हुए।
1946 में पंडित विनोदानन्द झा डा. श्रीकृष्ण सिंह के मंत्रिमंडल में चिकित्सा एवं स्वायत्त शासन मंत्री बने। इनके मंत्रित्वकाल में “बिहार पंचायत राज कानून 1947” का निर्माण हुआ था। इस कानून का मुख्य उद्देश्य बिहार प्रदेश के ग्रामीण क्षेत्रों में ग्राम स्वराज्य की कल्पना को साकार करना था।
विनोदानन्द झा की अध्यक्षता में 1950 में ग्राम पंचायत प्रतिनिधियों का एक सम्मेलन सबौर (भागलपुर) में हुआ था, जिसमें बिहार राज्य के ग्राम पंचायतों के सफल संचालन और उनकी समस्याओं पर विचार किया गया था। विनोदानन्द जी बिहार राज्य पंचायत परिषद के संस्थापक अध्यक्ष भी रहे थे।
बिहार के यशस्वी मुख्य मंत्री डा. श्रीकृष्ण सिंह के निधन के बाद विनोदानन्द झा बिहार कांग्रेस विधायक दल के नेता चुने गये और 18 फरवरी 1961 को विधिवत बिहार के मुख्य मंत्री बने।

देश तथा राज्य के राजनीतिक, सामाजिक एवं प्रशासकीय कार्य– कलापों में सक्रिय योगदान करने के अतिरिक्त विनोदानन्द झा ने अन्तर्राष्ट्रीय क्षेत्र में भी महत्वपूर्ण योगदान दिया। उन्होंने 1948 में पेरिस में आयोजित अन्तर्राष्ट्रीय श्रम संगठन की केमिकल इंडस्ट्रीयल कमिटी की बैठक में भाग लिया। पुनः 1960 में जेनेवा में आयोजित अन्तर्राष्ट्रीय श्रम संगठन के चौदहवें अधिवेशन में भारतीय प्रतिनिधि मंडल का नेतृत्व भी किया।
पंडित विनोदानन्द झा का जन्म एक कट्टर ब्राह्मण परिवार में हुआ था लेकिन समाज सुधारक के रूप में उन्होंने क्रांतिकारी आदर्शों का अनुसरण किया था। उन्होंने बापू की प्रेरणा से वैद्यनाथधाम के सुविख्यात मंदिर में हरिजनों के प्रवेश के लिये सफल आन्दोलन किया था इसके लिये उन्हें अनेक यातनायें भी झेलनी पड़ी थी।
जुलाई, 1971 में विनोदा बाबू अपने घुटनों में भयंकर दर्द से पीड़ित हो गए और चिकित्सा के लिए उन्हें भेलौर जाना पड़ा। जहां 9 अगस्त, 1971 को हृदयाघात से उनका निधन हो गया।
